I am writing to respectfully request that you consider voting to move to the House floor the Waxman-Markey discussion draft, “The American Clean Energy and Security Act of 2009.”
This bill will be used to move forward the needed discussions for effective legislation on energy and climate change. Such discussions could produce policy that will create incentives and appropriate market structures to help higher education institutions with their increasing and volatile energy costs, and help produce a cleaner and more independent energy future.
Additionally, a section of this Act authorizes the Secretary of Education to award grants to universities and colleges to develop curriculum and training programs that prepare students for careers in renewable energy, energy efficiency, and other forms of climate change mitigation. With this funding, colleges and universities will be able to provide students with the knowledge and skills needed to address the critical, systemic challenges faced by the world in this new century and enable them to benefit from the economic opportunities that will arise as a result of solutions they develop.
